The article says that the Publisher of Millennial Dawn was "H. N. Fowler and co. Publisher" of Philadelphia.
My idea is that Flower Publisher gave his availability to Russell to sell the book. So the meaning of the sentence was "You can buy the book through Flower Publisher of Philadelphia".
Probably the advertise was written by Flower Publisher itself, and it avoids to says who wrote the book, or to mention any religious group, or the Watch Tower magazine. The target of Flower was to sell books, not to help the Watch Tower Movement.
