We need biographical information and a photo of William Evert Parsons of West Virginia. He is found on page 643 or the WT reprints. Parsons was pastor of the Church of the Reformation in West Virginia.

According to https://familysearch.org/pal:/MM9.3.1/TH-267-12129-125020-86?cc=1325221 the 1900 US census he was born november 1837 in NJ, and then living with his sister in Burlington, NJ. The internet has more about him.
