It is 100% a Watchtower item. Check out the back of the Rutherford books. The books have the identical logo to scale. Must be a meal ticket. You can do an approximate date by figuring out what time period this logo was used on the Rutherford books. I looked at two Harp of God books with the logo. One is from 1928 and the second was printed in 1937.
Then I looked over all the convention programs from 1927 to 1937 and found three for which you could only get food with a ticket. Those years were 1928, 1931 and 1935 which makes sense since these were the three general conventions held during that time frame.
After awhile I remembered I have the original solid brass printing block with the logo which is one of the actual blocks used for the back of the Rutherford books for the time period. I will bring it to work and take a picture for the History Blog. Hope it helps.

It's not a very early assembly food ticket is it?
The logo first appears on Watch Tower books in the mid 1920s. My guess is convention food ticket, but I do not know.
