I couldn't find the exact date, but based on the 1974 Yearbook, p. 128, probably between the "Free Nation" Theocratic Assembly in August 1943 and the assemblies in the U.K. in spring 1944. I don't know whether this tract was released in conjunction with the booklet "Freedom In the New World", which was released at the spring '44 assemblies.
The tract is about the banning of the importation of Watchtower and Consolation in Britain and the last date mentioned in it is November 1942. I would imagine it came out very shortly after that in protest. In Britain Consolation just disappeared for the duration whereas a slimmed down Watchtower Bible Study series replaced the full magazine from the end of 1942 until the end of the war.
