Elsewhere this event is recorded as having occurred in Magdeburg in 1924. See, for instance YB 1974, p99, which states:
Brother Rutherford was so moved by this that he immediately made arrangements to provide each of the approximately 4,000 in attendance the next day with a pair of warm frankfurters, two buns and a bottle of mineral water free of charge.
In Hermine Schmidt’s Unfettered Joy, relying on her parent’s recollections, she also dated this event to 1924 and stated:
Besides the important spiritual comfort imparted, the ‘Judge’ gave one loving gesture which remained unforgettable to them: in these serious economic times, at his own expense he bought a couple of sausages for each of those present. For long after, they spoke with such high regard for those ordinary sausages, which obviously they could never have afforded at the time.
Perhaps the 1926 picture was taken with the earlier event still fondly in mind?

Bro. Rutherford returned to Germany for several Magdeburg conventions in 1925 and 1926. I assume at all of these assemblies Frankfurters were offered :-)
